Rental cars have a long and storied history that's closely tied to the history of the automobile industry and America itself. As times have changed, so have rental cars - and they remain a crucial part of the automobile industry to this day.
The true beginnings of rental cars are unknown, but many believe that the first true rental car agency began with the Model T, the first mass-produced automobile. Allegedly, the first rental agency belonged to a Nebraskan man named Joe Saunders, who would rent his Model T out for ten cents a mile. Saunders used a mileage meter to determine how far his car had been driven. The legend goes that Saunders' first rental went to a traveling salesman who wanted to impress a girl on a date.
Whatever the case, Saunders definitely had the first massively successful car-rental agency. By 1925, his business had rental agencies in 21 states. However, the Great Depression led to many people no longer needing rental cars, and Saunders went bankrupt.
While Saunders was establishing his business, a man named Walter Jacobs was also starting his own Model T rental service. Jacobs fared far better than Saunders. He eventually sold his business to Yellow Cab owner John Hertz. Hertz' company was then bought out by General Motors. Today, Hertz Rent a Car is the largest rental car company in the world.
Rental cars suffered from a bad reputation during the Prohibition period, as many believed they were used to transport criminals. After Prohibition was repealed, the rental car industry enjoyed a better reputation, and expanded considerably.
The industry grew even more after WWII, because the growing popularity of airlines for business travel meant that more people needed a car for their business trips. Hertz had predicted this trend by opening a rental facility at Chicago's Midway Airport in 1932. Avis is credited with being the first company to do airport-focused rentals as its main source of business. The company's founder, Warren Avis, was a former Army pilot, and focused almost all their business toward airports and the surrounding areas. Another successful company launched during this time was National Car Rental System, Inc., whose founders included Joe Saunders himself.
In the 1970s and 1980s, rental car companies began selling off their older vehicles, which led to companies such as Hertz also becoming major used-car dealers. At this point, major automobile manufacturing companies began buying up many used car companies in an effort to ensure that these companies would primarily buy their cars from them.
The rental car industry took a hit when air travel slowed down after the September 11 terrorist attacks in 2001, but has made a tremendous comeback in recent years. The increasing amount of business done on the Internet means that it's now possible to book a rental car online, making it easier to rent a car than ever. First of all, most U.S. drivers already carry auto insurance which will provide full or partial protection while driving a rental car (within certain dollar limits and coverage only for rentals within the United States and, sometimes, Canada). Some insurance policies only cover cars rented while your own car is being repaired, while most do not cover certain types of vehicles, like luxury cars or vans. Check your own personal policy for these limitations and exclusions.
Even with these limitations, your personal auto insurance will be the primary source of coverage if you have an accident or suffer injury while driving a rental car. Other types of coverage, such as credit card policies and the rental company's optional insurance offered at the time of the booking, will be subrogated. This means it will not apply until you have reached the maximum of your own auto insurance coverage. Also, be aware that your personal auto insurance rates may increase if you file a claim for damaging a rental car.
Some states have legislature in place requiring rental companies to inform you that their insurance coverage may duplicate your personal auto policy, though these laws do not specify how you must be notified. The best way for you to do is to talk directly with your auto insurance agent before you rent a car and ask the following questions.
What geographical area does my policy offer rental coverage in? (Generally speaking, auto policies cover the U.S. and Canada only.)

The following are the various types of coverage you will need if you rent a vehicle:
Supplemental Liability Insurance: Car rental companies are required to provide the minimum liability insurance and this is included in your rental agreement. However, this basic level will not provide you with sufficient coverage if you are involved in an accident. You can purchase additional supplemental insurance from the car rental company. Typically, your personal car insurance policy should provide the coverage you need when you rent a vehicle. Your credit card will not provide this coverage.
Collision Damage Waiver: This covers damage to the rental vehicle if it is involved in an accident or is stolen. Many Gold or Platinum credit cards will offer this coverage, but it varies from card to card. You need to check with your credit card company.
Personal Accident Insurance: if you have an accident, personal accident insurance will cover medical benefits. You may be covered under your health or life insurance policies, as well as covered under your personal auto insurance policy. Depending on the state you rent your car in, some states required the car rental company to provide this insurance at no additional cost. This will not be covered by your credit card.
Personal Effects Coverage: This covers the theft of your personal things from the car, such as your luggage or laptop computer. You may be covered under your home owner or renter insurance policy, check with your agent before you make your trip. This may be covered by your credit card, if you purchased the items that were stolen with the credit card.
If you do not own a car, or if you own an older vehicle, you will need to get rental car insurance to provide you with the coverage that you need. However, the amount of coverage and types of coverage that you need may be reduced if you pay for your car rental with your credit card. Just keep in mind, you probably need additional coverage if the only coverage that you have is what is provided by your credit card. Two types of rental car insurance come up very frequently:
First, when you rent a car, the rental agent will ask you if you want to purchase Collision Damage Waiver, or CDW. This coverage reimburses the rental company for damage to their rental car if you have an accident. If you choose it, it will add several dollars to your daily rental rate. This might add up to $50-70 or more over the course of a week's rental.
If you have your own auto insurance policy, and your policy includes Collision coverage, then ask your agent if it will cover you in a rental car. Many policies will pay for the damage to the car. However, there are two things that your own policy still might not cover:
Most personal policies will not pay for "loss of use" for the rental car company. This refers to the money the rental car company could have earned by renting the car, if it weren't in the shop because of your accident. If they could have earned $400 by renting the car during the two weeks that it was in the shop, they might charge you for the $400. If you are concerned about this possibility, it is safer to pay for the CDW.

Second, you probably have the option to purchase Rental Reimbursement coverage on your personal auto policy. This coverage will pay for some or all of the cost to rent a replacement car for you when your own car is in the shop because of an accident. It usually costs several dollars per month, per car. If you have three cars, for example, it might cost you $200 per year or more.
Ask yourself, if you have an accident and your car is in the shop, will you need a rental car to replace it? If you and your spouse both work at different locations, and you each have your own car, you might want to purchase Rental Reimbursement coverage.
But what if you have three cars, including a sports car that you drive only on weekends? Or a pickup truck that you use for miscellaneous errands? If one car were in the shop, would you drive that extra truck to work? Or what if you and your wife work similar hours and could carpool? If so, then you might not need Rental Reimbursement coverage.
In the end, there are two cardinal rules for making good insurance decisions:
Never pay for coverage that you don't need; and
Never skimp on coverage that you do need.
With that in mind, ask yourself whether you need to purchase CDW from the rental company, or whether you need Rental Reimbursement coverage on your auto policy. If you need them, buy them. If you don't need them, then save your money.
